Michael Emerson is Associate Senior Research Fellow at the Centre for European Policy Studies in Brussels. Tamara Kovziridze is co-founder of Reformatics in Tbilisi. She holds a Masters degree from the University of Heidelberg and a PhD from the Free University of Brussels. Her research interests include economic regulations, European integration and federalism. In 2004-2012, she held senior positions in the Government of Georgia, including as negotiator with the WTO and EU. Veornika Movchan is Academic Director at the Institute for Economic Research and Policy Consulting (IER), Kyiv.
